Policy<br><strong>Date:<\/strong> November 7, 2025<br><strong>Published by:<\/strong> Yarima.org Editorial Health Team<br><strong>Reading time:<\/strong> ~2 minutes<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83c\udf0d Why It Matters<\/h3>\n\n\n\n<p>Mental health is now widely recognized as a <strong>fundamental human right<\/strong>, yet <strong>children and youth remain underserved<\/strong> in global policy and investment.<br>According to the United Nations, <strong>1 in 7 adolescents (ages 10\u201319)<\/strong> experiences a mental health condition \u2014 often <strong>unrecognized and untreated<\/strong>.<br>Even as awareness grows, <strong>no UN resolution<\/strong> has yet placed <strong>child and youth mental health<\/strong> at the center of the global development and human rights agenda.<\/p>\n\n\n\n<p>The result: fragmented strategies, underfunded programs, and missed opportunities for <strong>early intervention<\/strong> \u2014 despite evidence that prevention and community-based care are both <strong>scalable and cost-effective<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">\u26a0\ufe0f The Policy Gap<\/h3>\n\n\n\n<p>A new joint statement by <strong>UNESCO<\/strong>, <strong>UNICEF<\/strong>, <strong>the UN Youth Office<\/strong>, and <strong>WHO<\/strong> highlights four key gaps that continue to leave young people behind:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No <strong>dedicated global resolutions<\/strong> on child and youth mental health<\/li>\n\n\n\n<li>Lack of <strong>age-specific commitments<\/strong> within UN frameworks<\/li>\n\n\n\n<li>Weak or missing <strong>youth participation<\/strong> in shaping policies<\/li>\n\n\n\n<li>Insufficient <strong>oversight and accountability<\/strong> for mental health funding<\/li>\n<\/ul>\n\n\n\n<p>The statement notes that only <strong>56% of countries<\/strong> have a policy or plan addressing child and youth mental health \u2014 and <strong>fewer than half<\/strong> provide adequate school- or community-based services.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83e\udd1d A Joint Call to Action<\/h3>\n\n\n\n<p>To close these gaps, the UN agencies are calling for bold, coordinated action:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Elevate and invest<\/strong> in child and youth mental health as a <strong>standalone global priority<\/strong> in future UN resolutions and monitoring systems.<\/li>\n\n\n\n<li><strong>Create a unified inter-agency platform<\/strong> \u2014 uniting UNESCO, UNICEF, WHO, and partners \u2014 to align global guidance, funding, and accountability.<\/li>\n\n\n\n<li><strong>Encourage national strategies<\/strong> aligned with the <strong>WHO Comprehensive Mental Health Action Plan<\/strong> and the <strong>UNICEF\u2013WHO Joint Programme<\/strong> on child and adolescent well-being.<\/li>\n\n\n\n<li><strong>Ensure meaningful youth participation<\/strong> \u2014 allowing young people to shape, implement, and evaluate mental health policies as equal partners.<\/li>\n\n\n\n<li><strong>Invest in prevention and protection<\/strong>, connecting schools, communities, digital spaces, and families to create nurturing, stigma-free environments.<\/li>\n\n\n\n<li><strong>Integrate mental health data<\/strong> into broader education and health monitoring tools, ensuring visibility and accountability across systems.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83d\udcac A Shared Responsibility<\/h3>\n\n\n\n<p>The statement emphasizes that improving youth mental health requires <strong>whole-of-society collaboration<\/strong> \u2014 spanning education, health, climate, social protection, and digital policy.<br>It also highlights the importance of <strong>safe, inclusive learning environments<\/strong>, echoing the <strong>2023 UNESCO Recommendation on Education for Peace, Human Rights, and Sustainable Development<\/strong>.<\/p>\n\n\n\n<p>When youth are heard, supported, and empowered, societies don\u2019t just reduce suffering \u2014 they <strong>build resilience, inclusion, and hope<\/strong> for future generations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Reference:<\/strong><br>UNESCO, UNICEF, UN Youth Office &amp;
